Aviera Plebo is an Imperial found in the Anvil Outlaws Refuge, she is the unfortunate subject of many rumors.

She claims to have been the victim of slander from chanters in an attempt for the Order of the Hour to gain her stake in Kvatch's cathedral:

It's all just a ploy to claim my holdings for the Cathedral of Akatosh. Everyone knows."
Another rumor only leaves more questions:
- "Despite what the town criers said, I didn't intend to poison my neighbor's children. Those cats of hers would not stop yowling! A plate of poisoned kippers was enough to do the trick.
