Baladas Demnevanni was a Telvanni Councilor who lived in Gnisis on the island of Vvardenfell in 2E 582. Like his ancestor Revus Demnevanni, Baladas dwelled within the Velothi tower of Arvs-Drelen, held an interest in the Dwemer. As a justification for his refusal to pay Imperial taxes, he claimed to have been alive longer than the "empire of men," meaning that his birth predated the Septim Empire.
Baladas Demnevanni was obsessed with uncovering the secrets of the Dwemer, including their technology and the circumstances of their disappearance. Despite being a member of House Telvanni, he cared little for their politics. Meanwhile, Councilor Aryon was plotting to introduce many reforms to Telvanni ethics and practices. Despite Baladas' disinterest, Aryon sought to recruit Baladas to put his vote against the more conservative Councilors, including Archmagister Gothren. Aryon sent a Lawman to deliver his offer, and Baladas, despite being reclusive, agreed on the condition of the Lawman recovering three rare Dwemer books: Nchunak's Fire and Faith, Antecedents of Dwemer Law, and Chronicles of Nchuleft.
After becoming a councilor of House Telvanni, Baladas directed a member of Mouth rank to explore the depths of Bthungthumz, a Dwemer ruin in the Ashlands. The object of this mission was to retrieve the ring of Dahrk Mezalf, a Dwarven spectre who was said to have worked as a smith under the great Dwemer inventor Kagrenac.
However, Baladas's time as Councilor would be short. An unknown individual hated him enough to issue a writ of execution for the sum of 5,000 gold, requesting the Grandmaster of the Morag Tong to assassinate him. The request was fulfilled, bringing a swift end to Baladas' tenure.
