The Unknown Man is an Imperial assassin who can be found lurking on Hangman's Row in the Imperial City Prison.
The Man appears (and can only be encountered) during the Rangers Guild quest A Growing Guild Expands. As such, he has no daily schedule - he is there merely to talk to you.
He wears a full set of black leather armor but is unarmed.
