Designer Chris Avellone runs two separate campaigns set in the same world instance at the same time, actions of one group affects the other, this idea of a rival party progressing as the player character progresses through the main quest is reused for Victor Presper, who would have been the main rival of Fallout 3.
These campaigns served a prototyping ground for the game's setting and design documents
