Menervius Venius is an Imperial Battlemage and the appointed Minister of Telvanni Affairs. He can be found in the Curia's Central Offices, in the Empire's fortress of the Ebon Tower. He has been having difficulty communicating with the recently arrived Telvanni representative - the Storm Atronach, Rascar-Zhaal. Great House Telvanni, while being legally required to send someone, are not so required to make that someone easy to talk to. Menervius is well-aware of this, and has a realistic view of those whose affair he 'ministers':
"This is their small way of rebelling against the Empire. Each of the Great Houses is required to send a representative here, but exactly who or what they choose as their representative is entirely their decision. So, the Telvanni Council decided to be clever and sent Rascar-Zhaal. Technically they haven't done anything wrong, but this is rather juvenile for a council of three-hundred-year-old wizards, if you ask me."
