In Tes4, all data objects are identified by a formid (aka hexid). Technically, a formid is an unsigned integer, but in CS4 (Construction Set for Tes4), you'll see it as an 8 digit hexadecimal number (e.g., 020006E6). You can also see formids while playing Oblivion by opening the console (type '~') and then clicking on an object -- the formid will display at the top of the screen.
