Where is the letter you ask?Edit

Letter is carried by Falx only if "March of the Dead" quest hasn't progressed far enough. Stage 40 and above must not be completed (Speak to Captain Veleth). You can speak to him but not agree to help him (completes stage 40). Letter is also carried if the quest hasn't been started.

Even if letter is obtained this way it gets permanently removed in stage 130 (Give the note to Captain Veleth).
