Strange DialogueEdit

This doesn't pertain specifically to Jala since at least one other NPC does this, but why do Jala and Vivienne Onis talk about losing family members who are soldiers in Whiterun if Whiterun Hold is neutral and therefore effectively removed from the civil war?99.108.100.228 02:11, 15 August 2013 (GMT)
