The perk to make heavy armor is not the same as the perk to improve heavy armorEdit

The Indoril Armor and Her Hand Armor can be made with Elven Smithing, but the improvement is only half as good as Elven or Chitin. I have up to Advanced Armors and Dwarven Smithing, and neither of those matches the heavy armor of this creation. Is this a bug? What if I got Ebony Smithing and tried to improve it?
