The skeletal remains of Kevon can be found in a jail cell in Castle Dour Dungeon in Solitude. He was the last known person to visit Blackbone Isle, and you will need to read a note he left behind as part of the related quest. He hid a map to the island behind a loose brick in his cell before he died.
