If you have not yet received The Great Tree from Queen Ayrenn, then Meninel should find you in Haven and give you this quest. Unknown Haven may be a pre-requisite quest, but that's uncertain. You could abandon The Great Tree and then accept Trouble at the Tree from Meninel, but as both accomplish the same task of directing you to King Cameron in Eldon Root, that would be an unnecessary step since you can only do one or the other.
