Quest start outside of CraglornEdit

I found this quest in my journal, but I have no idea how or when it was initiated. I've never been to Craglorn - I don't even have a clue yet how to get there. I've mostly been in Bangkorai and Cyrodiil lately, so I guess that's where it found its way into my journal. Is it possible that an encounter with refugees from Elinhir outside of Craglorn started the quest? --Holomay (talk) 13:15, 16 May 2015 (GMT)

Sounds more like something bugged. Craglorn and Bangkorai are right next to each other, but quests shouldn't spill over the borders, particularly to a character who literally cannot complete them (you have to be Veteran Rank 1 to get there). --Enodoc (talk) 19:28, 16 May 2015 (GMT)
