Pulcheria is a woman's name that means "beautiful" in Latin:

"pulcher m ‎(feminine pulchra, neuter pulchrum, comparative pulchrior, superlative pulcherrimus);

beautiful, fair, pretty (figuratively) noble, honorable, excellent (substantive) beauty"

Although the female form is "pulchra" the name itself derives from the beautiful root. As the NPC is actually located in Anvil, the city where the Cathedral of Dibella (and Goddess of Beauty) is also located I thought it might be worth mentioning a possible inside joke or something of the sort (though I haven't found any other hints towards it apart from her Artisan profession!). You're right about the origin, but Pulcheria is also a real life name. Many Imperial names are derived from Latin ones, and to me the presence of this NPC in Anvil is more likely to be a coincidence.
