The Star-Gazer's Observatory location is probably only after some stage in the zone's main quest is completed, but have no good way to verify this. I noticed that the game quite often does offer books found in zones that can't be entered post-quest at some other quest-related place after the quest, in case one missed it the first time around. --Alfwyn (talk) 22:50, 5 February 2020 (GMT)
