The Second Empire tried to incorporate Black Marsh into the rest of Tamriel, but the Imperials weren't sure what it was good for. Eventually the bureaucrats of Imperial City decided it was a good place to build prisons, sites where prisoners of all sorts could be sent to be forgotten.
White Rose Prison

White Rose Prison is a fort in western Shadowfen, west of the Hatching Pools. The prisoners are unable to leave due to being locked in the prison grounds by an ancient keystone.

The prison grounds are inhabited by many inmates. An Inmate Cutthroat is locked in the stocks.

A chest can spawn beneath the roots of a tree situated along the side of the road leading straight south from White Rose Prison. The tree in question is on the west side of the road. Five Daedric lurchers roam the marshy waters between White Rose Prison and Zuuk. A slaver camp sits along the side of the road south of the prison. A chest can spawn amid the rocks north of this camp.
