Tethyno Gilvilo is a Dark Elf fisher who can be found in Mournhold wandering around the Royal Bazaar.
Tethyno is one of several NPCs in Mournhold with unique ambient dialogue. You can interact with him to make him say something, but no dialogue window pops up and there are no subtitles for his dialogue. He will also occasionally say something on his own if you're close enough to him. These lines are unique to his character.
