Stoking the Fire is awarded for killing Yolnahkriin after activating hard mode in Veteran Sunspire. Hard mode is activated by extinguishing both offering braziers on either side of the arena. You will be able to purchase the Statue, Yolnahkriin (page) for 50,000 .
