Smuggling Tunnel is a tunnel beneath Satakalaam that leads to Bangkorai. The Seventh Legion is using this tunnel to enter the city unimpeded. You need to collapse it during the related quest.
An entrance to the tunnel can be found beneath the eastern staircase within Khorshad's Manor. Another trap door can be found in one of the stalls at barn the in front of the manor.
