Oleander was a High Elf member of the Garland Ring who was working with Wisteria and Tanlorin on an investigation in Auridon. He and Wisteria were captured by the Ceythalmor and harshly interrogated, after which Oleander was killed.
You and Tanlorin find his body in a hidden outpost within Toothmaul Gully.
