Llevas Ralaal is a Dark Elf assassin who can be found outside Tellilrin's House in Vashabar.

He will talk about how Vashabar is not safe in its own way before completing Seeds of Suspicion:

After the events of Seeds of Suspicion, he was shocked by Nantharion's true allegiance:
