He will be hiding behind wreckage outside of the town. When you approach him:
- "The people of Crosswych has had enough."
You can speak to him outside the town walls to start the quest:
- "Crosswych isn't the best place to visit right now. If you do enter the town, try not to get noticed by the Red Rooks.
If you're good in a fight, though, you could join our resistance. We could really use the help." - There's trouble in Crosswych?
- "You could say that. The Red Rook bandits have decided to make our town their base of operations. They threaten and even kill whoever gets in their way.
We're going to put a stop to it. Tamien Sellan is organizing a resistance group." - Aren't the Red Rooks just common bandits?
- "Maybe, but they've taken over the whole town. If you decide to help, talk to Tamien Sellan. You can find him at the inn.
Just don't do anything to call attention to yourself and the Red Rooks should let you wander around in peace." - I'll look for Tamien Sellan.
Once you've started the quest, he'll only say:
- "The Red Rooks think that they're invincible, but we'll show them! We're going to rise up and take back our town!"
Once you've liberated the town, he'll remark:
- "With the Covenant guards and Fighters Guild here, I don't think we'll have to worry about the Red Rooks anymore."
