Jhiinval is a Redguard prisoner found in the undercroft of the Monastery of Serene Harmony in Shimmerene. You'll find him locked in a cage similar to his fellow detainees. He is lost in prayer and cannot be spoken to.
Once you free Minone Aloette, she'll free Jhiinval and the others. Jhiinval will run out of the undercroft at which point he is removed from the game.
