You need to enter his manor during the related quest. You'll hear him speaking to his servants when you enter.
- Gracian Salvitto: "Get my luggage to the docks! Hurry, I want to set sail with the tide!"
- Eveli Sharp-Arrow: "We need to find something to point us in Vandacia's direction." [verification needed — did not get this line in my playthrough. Is this correct?]
When you head upstairs, he'll see you and bolt.
- Gracian Salvitto: "Intruders! Stop them, my brethren!"
He jumps through a second-story window. When you get outside, you'll chase him through the gardens west to the dock.
- Gracian Salvitto: "Stop them, my brethren! I need to reach my boat!"
You can corner him on the singular dock of his estate:
- Gracian Salvitto: "Stay back! Just let me go and I'll give you whatever you want!"
- <Eveli catches up.>
- Eveli Sharp-Arrow: "There he is, Gracian Salvitto! Get him to tell you everything he knows!"
Make Gracian Salvitto tell you what you want to know:
- "What do you want? Gems, gold, jewels? Whatever you want, it's yours. Just don't harm me!"
- Councilor Vandacia. Where is he?
- "All right, all right. Yes, Vandacia was here. Stopped by for a visit with his new charge. But he's long gone.
Perhaps if you hurry, you can still catch him." - His new charge?
