You'll find Gailen hiding behind a boat beneath the docks:

I think … I think I'm the only one left." - You're not the only survivor. Head to the mill. The villagers are gathering there.
- "Survivors? I'm not all alone? Oh, thank the Eight! I have to get to the mill and see who else is still alive."
Gailen will then run to the mill for safety. Back at the mill:
- "I still can't believe this is happening. The forest has never turned on us before.
And there are so few of us now. I hate to say it, but this might really be the end of Deleyn's Mill."
