This dig site is located in front of the blocked front entrance of the Reaver Citadel. To reach it, head north from the Reaver Citadel Wayshrine, and take a left turn when you reach the side of the chasm the citadel is sat upon. Keep moving west along that ridge, and you should find your dig site.
