When you are asked to search Cipher's Midden to see what is causing the commotion, you will hear Cipher Vandalen comment and crying:
- Cipher Vandalen: "The creatures that serve our master, they attack for no reason!"
He will also be there to witness Cipher Telengwe falling ill.
Speaking with him:
- "Why do the Great Eye's Daedric servants attack us? Have we done something to displease Hermaeus Mora?"
