Bailiff Naramin is a High Elf member of the Divine Prosecution who can be encountered around Summerset. He is investigating Choixth, you can influence how he deals with her and her repeated flouting of the law. Witnessing Naramin's five interactions with Choixth grants you the achievement A Book and its Cover.

Traffic StopEdit

Choixth: "So, standing around is a crime in Summerset?"
Baliff Naramin: "Yes, we even have a word for it: loitering. I suggest you learn it."
"I have this under control. Please, keep moving."
What's happening here?
"Not that it's your concern, but the Argonian has been found guilty of loitering. She can either pay her fine for disrupting the natural harmony or spend the night in jail. It's not really a choice by the look of her."
Why not show her some mercy then? I'm sure you have more important matters to resolve.
"If she'll move on without a fuss, the kinlords will be happy. If the kinlords are happy, I'll be happy."
You might as well get on with it then.
"I'm so glad you agree with my verdict. Move along now before I'm inclined to fine you as well."

If you convince Naramin to let Choixth go, he says:

Baliff Naramin: "Very well. You are free to go—just do not give me cause to regret this decision."

If you speak to him after letting her go, he says:

"You've saved me some headache, newcomer. My thanks."

If you tell him to arrest Choixth, he says:

Baliff Naramin: "Come along. My superiors will want a word with you."

If you speak to him after putting Choixth in jail, he'll say:

"Rest easy knowing such a dastardly fiend is being kept off the streets tonight."

Pecking OrderEdit

When approached the Baliff and Choixth can be heard arguing about chickens.

Choixth: "Look, those birds tasted awful. I did that farmer a favor!"
Baliff Naramin: "He's disinclined to agree."

Baliff Naramin can be asked about the situation.

"Stand aside——you look familiar. You're not wanted are you? No, I think not. Anyway, I'm in the middle of an arrest. What do you want?"
What's happened now?
"Our mutual friend has stolen and eaten a couple of chickens.
The only modestly interesting part is that the chickens had escaped the market wagon they were traveling in. The farmer didn't notice until he was hours away."
What's interesting about that?
"Her defense isn't totally without merit. She had no way to know the chickens weren't wild, so was she under any obligation of due diligence?
Is it a crime? Is it not? To be honest I'm having a hard time caring enough to make a determination."
[Persuade] When's the last time you saw wild chickens? She knew she was stealing.
"It does stretch credible belief, and she's suspicious enough as it is. She can enjoy her next meal behind bars."
I don't think it's theft.
"Yes, it hardly merits intervention at all. I'm declaring the birds abandoned property. The Argonian may go."

The Usual SuspectEdit

Choixth: "We both know the reason you're here. You're in love with me!"
Baliff Naramin: "I'm adding obscenity to the list of charges."
"Pay no mind to the Argonian. She's so far gone she's practically out of my jurisdiction."
What's happened now?
"This ne'er-do-well somehow acquired two bottles of Valenbar Grand Reserve. Banquet wine. Half the court could get drunk on that amount, and yet here she stands, somehow."
Is that a crime?
"Not in and of itself, but I was asked to investigate a series of disturbances among the road. And I appear to have found their common source.
The more serious matter is that these bottles come from the vinyard of Kinlord Valenbar."
Why's that important?
"Her recent spate of misdemeanors all have a common connection: Kinlord Valenbar. She was loitering outside his property, the farmer whose chickens she ate works his lands, now she's drinking his wine.
Coincidence, or some bizarre vendetta?"
That's all pretty circumstantial.
"I'm trained to spot connections others overlook, but I'll admit it's not enough to take action upon. I can only hold her for a few hours for public indecency and no one has reported those bottles stolen, so it appears I'll have to let it go for now."
Bailiff Naramin : "Come with me. You're sleeping this off."
That does seem suspicious. You should look into that.
"Oh, I plan to. I can hold her for a few hours at least on the public indecency charges. I'm certain I can get her to break under questioning in that time.
If you'll excuse me. I should put an end to this shameful display."

If you pay off Choixth's tab, the Baliff will be relieved and walk off.

Baliff Naramin: "Thank goodness."

If he is spoken to, after paying off Choixth's tab:

"I question the value of an interrogation in the state she's in, but at least she's more cooperative than usual."

Forgive Our TrespassEdit

Choixth: "Keep it down! I'm trying to sleep here!"
Baliff Naramin: "I know. That's the problem."
"It's the end of the road for this vagrant. She's really slipped up this time."
What's going on here?
"I was dispatched to investigate a suspicious person trespassing on Kinlord Valenbar's land. Lo and behold, who do I find but her.
I refuse to believe it's just another coincidence. Whatever this Argonian's designs are for the kinlord, they end here."
Designs on Kinlord Valenbar?
"Indeed. It seems clear our friend here has some agenda involving the kinlord. I just haven't quite put my finger on what."
Do you have any hard evidence?
"Not expressly, no. But there is a pattern here. You see that, right?"
[Intimidate]: I think you're trying to make a connection where there isn't one. Stop harassing her.
"My colleagues said the same thing. If I bring her in again they'll think I'm losing it. I just can't shake the feeling she's up to something. Something sinister."
If you think she's a risk, you should take her in.
"Trespassing charges will keep her off the streets for a few days. Hopefully, that will be enough time for me to dig up something more concrete."

Justice for AllEdit

Choixth: "You know, I'm going to miss these little exchanges."
Baliff Naramin: "If you think I will just roll over and let this happen, you are mistaken."
"I don't care who's protecting her. She's not going to get away without facing justice. Not this time."
What are you talking about?
"Kinlord Valenbar has disappeared from his estate, without warning. His family does not know where he's gone. There was only a cryptic note about wanting to take up sailing faraway seas. Hogwash.
That Argonian is responsible, I know it."
Can you prove that?
"Not yet, and I have been barred from investigating the matter by my superiors. It's clear I'm on to something bigger, but I need time to expose the conspiracy. I can't let her leave, but if I stop her it could be the end of my career."
This is way over your head. Trust your superiors.
"There's obviously more in play than I'm privy to. Maybe a larger internal investigation. Taking her in would jeopardize that ....
All right, I know my place. I'll trust justice to the system."
Trust your instincts. Detain her.
"It's what justice demands. If I have to give up my career to see it carried out, then so be it!
Thank you for your support."

If you let Choixth go free:

Baliff Naramin: "Just get out of here. I hope to never see you again."
Choixth: "If you do, I promise it'll be brief."

If detained:

Baliff Naramin: "Forget your travel plans. I'm placing you under arrest for conspiracy."
Choixth: "Oh, sweetie, you're making such a big mistake."
