i didnt recieve one dreugh curiass and i donated 5 dreugh waxes

You have to defeat the Dreugh Warlord before the shrine will produce the armor. You dont need to kill the Warlord to complete the shrine part of the Tribunal Temple. You still get the shrine bonuses for donating without killing the warlord, but you absolutely need to kill the Dreugh Warlord in order to make the shrine produce armor.
