If you have opened the chest before starting the quest, the Dewmer artifact will not be inside it.

This isn't true. The artifact is always in the chest, right from the start. Obviously, though, if you remove it before the quest, it won't reappear. I assume that's what happened here. rpeh •T•C•E• 13:02, 16 January 2011 (UTC)

There's another prison cell key sitting on the ledge next to the bed by the door to all of the cells. You don't need to pickpocket Angoril.
