Tosh Raka is the emperor of Ka Po' Tun (or the "Tiger-Dragon Empire"). Through unknown methods, he purportedly transformed himself into a Dragon.[1] Certain sources claim this transformative process also turned him into a god,[UOL 1] with one source going as far as to state he could be an Akaviri avatar of Akatosh and possibly holds a grudge against his "mirror brother".[UOL 2] He is allegedly the largest dragon in the world. Since at least the Second Era, it has been known Tosh Raka plans to conquer Akavir. If he is successful, he plans to set his sights on Tamriel.[1] Much of what is recorded in the book Mysterious Akavir supposedly came from the scrolls and works of Tosh Raka.[UOL 3]

- His name is similar to Akatosh, the Dragon God of Time. It is suggested to be a wordplay on the terms "Aka" and "Tosh", both meaning Dragon,[1][UOL 2] but depending on usage or placement, "Tosh" can alternatively mean "Tiger" or "Time",[2] a link to how dragons are synonymous with time.[UOL 2]
- Toshrakhat was the dragon tongue name given to Ja'darri by Nahfahlaar.[3] It is unknown if the similarity to Tosh Raka is intended to be related.
