I believe this is not the banner of Windhelm, and is rather solely the banner of the Stormcloaks. The banner of Windhelm, as displayed in the Palace of Kings, is composed of a lighter blue and has a vertical white stripe through the centre. --Enodoc (talk) 22:19, 11 February 2013 (GMT)
