He seems to be permanent only sometimes; once I brought him to my bought home as a dead thrall, then I travelled away for 30 days, he was still there when i came back. His inventory has only his default stuff (no anchor items). But in another savegame, i killed him beside the caged wolf, near Riften. I went to Riften and came back, and he had already despawned, even though the trappers' corpses were still there (the corpses of the trappers that appear when you release the wolf).
