Ri'Shar is a Khajiit noble who lives in Leyawiin. He runs the Census and Excise Office in the north port and is also heavily involved in the city's illicit skooma trade.
He wakes up at 6am every morning, spends an hour getting dressed, and spends the morning walking the docks, taking tallies of incoming cargo. He heads to the office at 1pm and sits down to work for the afternoon; he quits at 6pm, returns to his apartment to eat dinner, and spends the evening relaxing. He goes to bed at midnight.
He wears a blue silk shirt and pants, jeweled necklace, gold diamond ring, and blue suede shoes, and is armed with a Shortsword of Paralysis. He carries a five blank sheets of paper and three quills, a copy of the Topal Maritime Register, a spice bun, a currant bun, a large amount of gold, and a key to the office.
Ri'Shar lives above the office in a two-room apartment. The main room has a shelf near the door with various items of silver; a skooma pipe sits on a table beside it. Two loveseats and a low table occupy the corner opposite the door, and a fireplace takes up the one next to them. A writing desk sits and bookcase sit against the wall to the right of the door. An open doorway leads to the bedroom, which has a double bed, chest of drawers, and an armoire.
During the quest you'll have to talk to Ri'Shar about finding some people to resettle Greyland: "Greyland? This is a farm near the city. But this is not a ship, and you can't unload goods there. Why do you ask Ri'Shar about Greyland?" If you mention settlers, he'll complain: "Should Ri'Shar name candidates who want to live in Greyland? Why doesn't Ri'Shar name the next emperor? Or guess the price of fish in Cheydinhal next summer? Ri'Shar cannot do such things! This one is the harbour master. Nothing more." If you ask nicely, he'll relent: "Ri'Shar respects the steward On-Staya Sundew. Yes. Therefore, Ri'Shar will name. Vernick. John Vernick and his wife. They recently arrived from High Rock and now stay in Five Claws Lodge. They will probably want to see the farm. This one thinks they will. Can Ri'Shar go about his business again? Or is there anything else you need his advice on?"
