Lothakar Secret-Oath is a Nord who can be found at his camp on the northern outskirts of Belkarth. He is accompanied by three pets: a crow called Wind, a wolf named Ice and a horse named Snow.

Lothakar has heard rumors about a strange Imperial warrior and shares his thoughts with you:
- "There's a rumor going around that the most recent grand melee was won by an unarmed and unarmored Imperial!
Hard to believe. Especially when others add that he also appeared seemingly out of nowhere. Sounds like magical trickery to me." - The grand melee?
- "You must be new to the area. Before the trade roads were cut off, the town of Dragonstar held a grand melee every year.
Fighters came from all over to participate. But I've never heard of a victory like this." - And you think this Imperial cheated by using magic?
- "That's my guess. I heard that they arrested him as soon as the fight ended. Handed him over to the Daggerfall Covenant garrison at the Bangkorai gate."
If you have completed the quest The Warrior's Call, Lothakar will instead start by saying:
- "I heard you brought that Imperial back to the Star-Gazers! Is he as good as rumors claim? I'll have to invite him for some mead at the Crossroads. He's got to have some tales worth hearing!"
