When you approach him outside the entrance of Mistwatch:

"Outsiders aren't welcome here."

Learning from him, Jorunn has entered into a deep sleep due to being poisoned. He is not yet declared dead as the Dreamwalker claims he can save the king. The Ternion monk will direct you to Jadvar if you seek permission to help with saving the Skald-King on sacred grounds:

"Please, outsider, leave us be. The Ternion monks want no part in the war that rages across this land."
Jorunn the Skald-King was brought here. I need to see him.
"Your king has fallen into a deep, eternal sleep. You cannot aid him. His fate depends on the favor of the Three Old Gods now."
Are you saying King Jorunn is dead?
"Not dead. At least not yet. But his soul struggles as his dreams turn to poison. They tear at him, pull him deeper into the darkness.
One calling himself Dreamwalker claims he can enter his nightmare. With our magic, he says your king can be saved."

"Speak with Jadvar, inside the cave. But don't get your hopes up.
If the Three Old Gods require your help, that's between you, them, and the Ternion elders."
